The Ghana Revenue Authority has described as unfortunate the decision by freight forwarders to embark on a strike action if the authority goes ahead with the implementation of the CTN system.
The freight forwarders have constantly expressed their displeasure over the system and have called on the GRA to reconsider its decision in rolling it out.
The CTN system is expected to begin operating on the 15th of October.
Speaking on the Citi Breakfast Show, Commissioner in charge of Customs at the GRA, Isaac Crentsil said the CTN will not be abolished.
“It’s rather unfortunate that they have taken that stand, because we have engaged them. For the month of September almost every week we sat in a meeting until 10pm and 11 pm just to find a way. We have fashioned this out and have come with a report which was submitted to the president. So I don’t know why there are going on strike. It is rather unfortunate” he said.
Meanwhile he asserted that the compliance level of majority of businesses is low thus leading to massive revenue losses to the state.
“I agree with them that probably they are doing so many compliance at the port, but, this is the way forward because we have to ensure that the compliance level is good. If the compliance level is good, then we will be able to ensure that at least everybody pays his or her tax without any enforcement or any burden. Because the way it is sometimes we have to ensure that there is enforcement for them to comply. Probably we have relaxed in our compliance but now we have to enforce it and make sure that they comply”.
The Ghana Institute of Freight Forwarders is however unhappy with plans by the Ghana Revenue Authority (GRA) to go ahead with the implementation of the Cargo Tracking Notes (CTN) policy at the ports starting October 15.
The businesses say the move by the Authority is an affront to a Presidential directive asking that the policy be put on hold until all teething issues have been duly addressed.
The CTN is to give the customs division access to real time information on all shipment headed for Ghana. For now, the cost is borne by the GRA.
But the Freight Forwarders say the policy must be stopped.
